Example with the town hall of Sanremo (Palazzo Bellevue), generated on 26 October 2026: a public building owned by the municipality, chosen because it is well known and the public sources flag several kinds of items on its parcel. The dossier shows the sources' data on the date stated: they may have changed since. It shows what a dossier looks like and must not be used for decisions about the building.

Automatic dossier from public data, not written by a professional · Read the full notice

This report is generated automatically by SRI Group BV (VAT BE1037052239) from public data, with the source and the date of each section. It is not written or checked by a registered professional (surveyor, architect, engineer, lawyer). It is not a certificato di destinazione urbanistica (art. 30 D.P.R. 380/2001), a building permit or an opinion of the Comune, nor a survey, technical report, sworn statement, check of planning or cadastral compliance, check of the stato legittimo or legal advice. A project is decided on by the Comune and the other competent authorities (for example the Region, the Soprintendenza, the environmental authorities); for technical checks, contact a qualified technician.

A flag is a result in one of the datasets consulted for the selected location (a hazard class, a recorded landslide, a perimeter, a nearby procedure, seismic zone 1 or 2, a plan zone). Several flags may concern the same situation. The number is not a number of established violations or of independent hazards.

The location is the one chosen when ordering; if the address has no coordinates in ANNCSU, it is estimated from neighbouring house numbers on the same street (indicative location). Address, cadastral parcel and individual unit do not necessarily coincide, and the data may be incomplete, out of date or geographically imprecise.

2SummaryPotential obstacles‹Home›

Potential obstacles: 2 flags (landslide P3, seismic zone 2)

So: every flag has its own section, with the source and the general rules that may be relevant.

  • Weighs heavilyAccording to ISPRA’s national mosaic (v. 5.0, 2024) the selected location lies in an area with landslide hazard high (P3). It is a technical-scientific product: the maps and rules with legal force are those of the district River Basin Authority’s plan and its implementing acts.section 10
  • Needs attentionAccording to the Civil Protection list the municipality of Sanremo is in seismic zone 2: in this zone strong earthquakes are possible. The zone alone does not determine the procedure: for structurally relevant works the type of works, the site’s reference acceleration and the regional rules also count (arts. 93 and 94-bis D.P.R. 380/2001). The dossier establishes neither the acceleration nor the applicable procedure.section 10

6Rules and proceduresGeneral information on building procedures‹Home›

General information: the procedure normally provided for some categories of works

General information: the table shows the procedure normally provided by D.P.R. 380/2001 for some categories of works, not the one that applies to a project at this property. The municipal plan, constraints, sector rules and regional laws may require more. A project is decided on by the Comune and the other competent authorities (for example the Region, the Soprintendenza, the environmental authorities).

Routine maintenancenormally free building works (art. 6 D.P.R. 380/2001), subject to the sector rules (seismic, landscape, heritage, hydrogeological and others)
Extraordinary maintenance without structural partsoften a Comunicazione di inizio lavori asseverata (CILA, art. 6-bis D.P.R. 380/2001), but this is not a universal rule: it depends on the works and on regional rules
Structural works, renovationdepending on the works a Segnalazione certificata di inizio attività (SCIA) or a building permit; structural parts may also need the seismic procedures (arts. 93 and 94-bis D.P.R. 380/2001)
Change of useart. 23-ter D.P.R. 380/2001 distinguishes changes within the same functional category from changes between categories; the rules for zones A, B and C are not a general permission for every change. The required procedure and whether the change is admissible are separate questions, which depend on the municipal plan and regional laws
Veranda on a balcony or terraceoften a building permit when it creates a new closed space; removable panoramic glazing (VEPA, art. 6(1)(b-bis)) is a different case
In-ground swimming pooloften a building permit, but the features of the works, the municipal plan and the context decide
Extension (regional Piano Casa)any extension options depend on the regional and local rules in force and on the lawful existing state. This dossier does not calculate any right to extend
Renewable energy installations: separate regime (D.Lgs. 190/2024, as amended, also by D.Lgs. 178/2025)For solar and photovoltaic panels, heat pumps and similar installations the procedures and conditions of D.Lgs. 190/2024, as amended, apply (free activity, simplified authorisation procedure or single authorisation). The regime depends on the installation, its features and its location.

7Rules and proceduresDistances between buildings: general rules‹Home›

The distances between buildings in the general rules

General rules on distances, not a review of what may be built on neighbouring plots: the dossier does not consult the plans, regulations or building titles of neighbouring plots, because there is no open register.

Distance between walls with windowsnormally 10 m (D.M. 1444/1968, art. 9), with the exceptions and rules of the municipal plan
Distance between buildings on neighbouring plotsat least 3 m, unless joined or adjoining (art. 873 Civil Code); local regulations may set a greater distance
Viewsdistances of arts. 905-907 Civil Code
Challenging someone else’s building titlethe deadlines depend on the type of title and on when one learns of it; for a specific case consult a lawyer

Natura 2000 area within 1 km (search distance)

Landscape constraints, listed heritage and the municipal register of burnt areas are not part of this dossier: they are checked with the Comune, the Region or the Soprintendenza. An asset can be protected even without a declaration, pending verification of its cultural interest.

The 1 km distance is the dossier’s search distance, not a legal threshold: projects outside a Natura 2000 site may also need an appropriate assessment (art. 5 D.P.R. 357/1997).

9Rules and proceduresWorks without a building title‹Home›

Works without a building title: the maps consulted flag landslide P3 and seismic zone 2

So: the ‘Data found’ rows report what the maps say for the selected location, the ‘General rules’ rows the rules that may be relevant, the ‘Not included’ rows what the dossier does not check, followed by the list of what the law treats as free.

The law lets some works be carried out without a building title (free building works, art. 6 D.P.R. 380/2001), but always within the municipal plan and the sector rules: seismic, safety, fire, health, energy efficiency, hydrogeological risk and the Code of Cultural Heritage and Landscape.

The dossier reports the data found in the maps consulted and, separately, the general rules that may be relevant. It does not assess the applicable local provisions and does not assess a project. Before any works, check with the Comune’s one-stop building office (SUE), the other competent authorities and a qualified technician.

Data found for the selected location in the maps consulted: landslide hazard (landslide P3)According to ISPRA’s national mosaic (v. 5.0, 2024) the selected location lies in an area with landslide hazard high (P3). It is a technical-scientific product

The maps and rules with legal force are those of the district River Basin Authority’s plan and its implementing acts.

Data found for the selected location in the maps consulted: seismic zone 2The municipality is classified in seismic zone 2 in the Civil Protection list (May 2025).
Data found for the selected location in the maps consulted: Natura 2000 within 1 km (‘Fondali Arma di Taggia - Punta San Martino’)The selected location is not in the Natura 2000 site ‘Fondali Arma di Taggia - Punta San Martino’, which lies within 1 km, the dossier’s search distance (not a legal threshold).
General rules that may be relevant: landslide hazard (landslide P3)In landslide hazard areas the rules of the River Basin Authority’s hydrogeological plan (PAI) and its implementing acts apply

They can concern even minor works, such as excavation, outdoor paving and earthworks, and require an opinion or clearance (nulla osta). The law keeps these rules in force for free works too (art. 6 D.P.R. 380/2001). The legal consequences do not follow from the ISPRA map alone: check the PAI’s implementing rules with the Comune and the River Basin Authority.

General rules that may be relevant: seismic zone 2For structurally relevant works the law requires notice to the one-stop office before works start, with a technician’s design (art. 93 D.P.R.

380/2001). Prior authorisation is needed for the ‘relevant’ works of art. 94-bis, including seismic upgrading and improvement in zone 1 and in zone 2 where the reference acceleration is between 0.20 g and 0.25 g, some new buildings and strategic buildings. No zone brings a general exemption: the regions regulate procedures and exceptions. In zone 2 the zone alone is not enough to classify works: the site’s reference acceleration and the applicable procedure are not established by this dossier.

General rules that may be relevant: Natura 2000 within 1 km (‘Fondali Arma di Taggia - Punta San Martino’)Plans and projects, also outside a Natura 2000 site, that may significantly affect the site are subject to an appropriate assessment, even if they are free building works (art. 5 D.P.R.

357/1997; 2019 national guidelines, G.U. no. 303 of 28 December 2019). Regional rules provide a first screening and may exclude minor works. The 1 km distance is only the dossier’s search distance: it is not a legal threshold. Check with the Region or the body that manages the site.

Not included in this dossier: landscape constraintThese checks are not part of this dossier.

In areas protected by decree or by law (arts. 136 and 142 D.Lgs. 42/2004: for example coasts and lakes within 300 m, rivers within 150 m, woods, mountains above 1,600 m in the Alps and 1,200 m in the Apennines, with the exclusions of art. 142(2)) works that change the outward appearance normally need a landscape authorisation (art. 146), even if they are free building works. The works of art. 149 do not, under its conditions. D.P.R. 31/2017, as amended by D.P.R. 73/2026, lists 31 categories of works exempt from authorisation (Annex A) and 42 categories under a simplified procedure (Annex B), each with its own conditions and limits. The distances shown are not enough to decide a case. Check with the Comune or the Soprintendenza.

Not included in this dossier: listed heritageThese checks are not part of this dossier.

Besides assets with a declaration of cultural interest, some assets are protected pending verification: for example assets of public bodies and of private non-profit legal persons, by an author no longer living and more than seventy years old (arts. 10 and 12 D.Lgs. 42/2004). Works on heritage assets need the Soprintendente’s authorisation (art. 21(4)), with special rules for urgent works (art. 27). Ask the seller and check with the Soprintendenza.

Not included in this dossier: building regulation and regional lawsThese checks are not part of this dossier

The Comune’s building regulation and the regional laws can set their own conditions, for example on gazebos, pergolas, fences, colours and distances, and the Region can extend free building works to other works (art. 6(6) D.P.R. 380/2001). In a condominium its rules and the meeting’s decisions also count. Check with the one-stop building office (SUE) and a qualified technician.

Free building works: Routine maintenance (art. 6(1)(a))Repairing, renewing and replacing finishes and keeping existing installations working.

The Glossary lists: indoor and outdoor floors; indoor and outdoor plaster, including painting; decorative façade elements (string courses, cornices, pilasters); gutters, downpipes and drains; indoor and outdoor cladding; windows, doors and frames; grilles and other anti-intrusion systems; stair finishes; retractable and furniture stairs; parapets and railings; the roof covering, with the same features and materials, also with insulation layers; non-structural false ceilings (also new ones) and structural ones (repair only); chimney pots and flue terminals; technical parts and cars of existing lifts; sewer and underground utility lines; electrical system; gas system up to the mains connection; plumbing and sanitary fittings; outdoor lighting; fire protection; air conditioning; fume extraction; aerials and dishes; electric vehicle charging points.

Free building works: LPG tanks up to 13 cubic metresInstalling, repairing, replacing and renewing a liquefied petroleum gas tank with a total capacity of up to 13 cubic metres

The safety and fire rules still apply. This is art. 17 D.Lgs. 128/2006.

Free building works: Removing architectural barriers (letter b)Works to remove architectural barriers, without external lifts and without works that change the building’s outline.

The Glossary lists: lifts and goods lifts that do not touch the load-bearing structure; stairlifts and similar; ramps; sanitary fittings and plumbing; sensory devices.

Free building works: Removable panoramic glazing, VEPA (letter b-bis)Removable, fully transparent glazing on balconies and loggias, for weather protection and better insulation.

It may not create permanently closed spaces or new volume, must allow micro-ventilation and have minimal visual impact. Added to art. 6 after the 2018 Glossary.

Free building works: Awnings and pergolas, also bioclimatic (letter b-ter)Works for protection from sun and weather, such as awnings, sun blinds and pergolas, also bioclimatic, with fabric or slats.

They may not create permanently closed spaces, must have a limited visual impact and fit the building’s lines. Added to art. 6 after the 2018 Glossary.

Free building works: Subsoil investigation (letter c)Temporary works for geotechnical investigation (core sampling, drilling and similar), outside the built-up centre.

Exploration for hydrocarbons is excluded.

Free building works: Earthworks for farming (letter d)Earthworks strictly linked to farming, forestry and grazing.

The Glossary lists: maintenance and levelling of farm and grazing land; management of spontaneous vegetation; irrigation and drainage systems.

Free building works: Seasonal mobile greenhouses (letter e)Seasonal mobile greenhouses for farming, without masonry structures, with their supports and anchors.
Free building works: Temporary works (letter e-bis)Works for seasonal or temporary needs, to be removed within 180 days including assembly and dismantling (the 2018 Glossary said ninety days), with a notice of start of works to the Comune.

The Glossary lists: gazebos; trade-fair stands; mobile toilets; tensile and air-supported structures and similar; display elements; temporary parking areas, respecting the terrain and vegetation.

Free building works: Paving of appurtenant areas (letter e-ter)Paving and finishing of outdoor spaces, also for parking, within the municipal plan’s permeability ratio, if it exists.

The Glossary lists: fully underground, inaccessible cavities; sealed underground rooms; outdoor paving with membranes and sub-bases; water collection tanks.

Free building works: Play areas and garden furniture (letter e-quinquies)Non-profit play areas and furniture in the building’s appurtenant areas.

The Glossary lists: garden furniture (masonry barbecue, fountain, low wall, sculpture, planter, bench); small gazebos not permanently fixed to the ground; children’s play equipment with its fence; small pergolas not permanently fixed to the ground; shelters for pets and farmyard animals, aviaries; small tool sheds not permanently fixed to the ground; barriers, bollards and bicycle racks; awnings, pergola awnings and light decorative covers; vertical dividers not made of masonry.

Free building works: Light structures in open-air tourist facilitiesCaravans, campers, mobile homes, boats and similar in campsites and other open-air tourist facilities that are already authorised, under the regional laws

This is art. 3(1)(e.5) D.P.R. 380/2001.

With a title: Comunicazione di inizio lavori asseverata, CILA (art. 6-bis)The CILA covers works that are not free and need neither a Segnalazione certificata di inizio attività nor a permit, for example often extraordinary maintenance that does not touch structural parts.

It is filed with the Comune before the works and sworn by a qualified technician (paragraph 2). Without it the law provides for a fine, reduced by two thirds if the notice is filed spontaneously while the works are under way (paragraph 5): it is not a way to regularise works that needed another title.

With a title: Segnalazione certificata di inizio attività, SCIA (arts. 22 and 23)The ordinary SCIA (art. 22) covers for example extraordinary maintenance and restoration that touch structural parts and building renovation that does not need a building permit

It is filed with the one-stop office with a qualified technician’s report. Works can normally start on filing, but if prior consents are needed (for example landscape authorisation) they may only start after the one-stop office has notified that they were obtained (art. 23-bis). The SCIA that replaces a building permit (art. 23) must be filed at least thirty days before works start. The ordinary check takes place within thirty days, but the authority keeps powers to act afterwards under the conditions of the law (art. 19(4) and (6-bis) L. 241/1990).

With a title: Building permit (arts. 10 and 20)The building permit covers new buildings, urban redevelopment and the heavier kinds of building renovation (art. 10(1)).

The Comune normally issues it after review; if the deadline passes without a reasoned refusal, tacit consent applies, except where hydrogeological, environmental, landscape or heritage constraints apply (art. 20(8)).

Landslide hazard high (P3)

According to ISPRA’s national mosaic (v. 5.0, 2024) the selected location lies in an area with landslide hazard high (P3). It is a technical-scientific product: the maps and rules with legal force are those of the district River Basin Authority’s plan and its implementing acts.

According to the Civil Protection list the municipality of Sanremo is in seismic zone 2: in this zone strong earthquakes are possible. The zone alone does not determine the procedure: for structurally relevant works the type of works, the site’s reference acceleration and the regional rules also count (arts. 93 and 94-bis D.P.R. 380/2001). The dossier establishes neither the acceleration nor the applicable procedure.

Hazard maps say where a hazard has been mapped, not whether a building is safe. The rules that restrict works and building in these areas are in the River Basin Authority’s plan and the Comune’s plan.

Power lines are those mapped in OpenStreetMap, not the operator’s network. Buffer zones (D.P.C.M. 8 July 2003) are calculated by the line operator: the dossier does not calculate them.

Explanation

Services, stops, the station and power lines come from OpenStreetMap, a map made by volunteers: what is not mapped there counts as zero. Distances are in a straight line, from the selected location to the centre of the object (to the line itself for power lines).

Air values are annual averages interpolated by the European Environment Agency on a 1 km grid, not measurements at the address. Next to them: the World Health Organization’s guideline values (2021) and the European Union’s annual limit values to be reached by 2030 (Directive (EU) 2024/2881).

The colour compares each figure on its own with its reference: green if it is at least 15% more favourable, red if it is at least 15% less favourable, orange in between. For offences the colour compares the province with Italy, not the street or the neighbourhood. Prices, counts without a reference and air quality (next to guideline values, not an average) have no colour. It is not a score of the location.

So: each figure stands on its own, with its source and year; the dossier does not add them up, turn them into a score or draw a conclusion about the location or the property.

The indicative calculation below applies the rates in the table to the figures you enter, in your browser: we do not receive or store them. It does not replace the notary’s calculation and does not consider the tax credit for a repurchase, tax already paid on the deposit or special cases. The cadastral rent is in the visura.

The rates are those in force on the date of the scan. From 1 January 2027 the consolidated text on registration tax (D.Lgs. 123/2025) replaces D.P.R. 131/1986 and the article references change.

From a private seller, main home (prima casa)registration tax 2 % (minimum € 1,000), mortgage tax € 50, cadastral tax € 50; exempt from stamp duty, special cadastral charges and mortgage fees

Documents and obligations when buying: what the law provides and what to ask for

So: the dossier states what the law provides in general, not whether this property meets it; the documents are asked from the seller, and a qualified technician compares them with the actual state.

The notary carries out legal and register checks. A technical comparison of the building’s actual state with its building titles requires a separate examination by a qualified technician.

Access to the Comune’s records requires a direct, concrete and current interest (art. 22 L. 241/1990) and can take about thirty days. A delegation from the seller is often useful in practice, but it is not a legal requirement. That is why it is worth asking the seller for the documents early, or making them a condition in the offer.

The report does not check whether the building complies with planning and building rules: the stato legittimo is established at the Comune’s building archive, with a qualified technician, preferably before the offer or the preliminary contract.

APE (energy performance certificate)By law: the seller must make it available when negotiations start and hand it over at the end; as a rule it is attached to the deed of sale, with the buyer’s declaration of having received it (art. 6(3) D.Lgs. 192/2005); the law excludes some cases, for example garages, cellars and stores without installations, detached buildings under 50 m² and buildings declared unfit or derelict (art. 3(3)). To ask for: the APE before the offer.
Planning conformity and building titleBy law: for buildings started after 17 March 1985 the details of the building permit or the permit in sanatoria (art. 46 D.P.R. 380/2001); for those started between 1 September 1967 and 17 March 1985 the details of the building licence or concession or of the amnesty application (art. 40 L. 47/1985), in both cases on pain of nullity; for those started before 1 September 1967 a sworn substitute declaration. The stato legittimo of the property is the one established by the title that provided for its construction or legitimised the last works, together with later works (art. 9-bis(1-bis) D.P.R. 380/2001). To ask for: Building titles and amnesties, or a report on the stato legittimo by a qualified technician.
Cadastral conformityBy law: since 1 July 2010, on pain of nullity, the cadastral identification, the reference to the filed floor plans and the holders' declaration that data and floor plans match the actual state, which a qualified technician’s statement may replace; the notary identifies the cadastral holders and checks them against the property registers (art. 29(1-bis) L. 52/1985). To ask for: Cadastral floor plan (reserved to those entitled) and cadastral visura (free online consultation with SPID, CIE or CNS, with sheet and parcel number).
Zoning certificate (CDU)By law: required for deeds on land; not needed for land that is appurtenant to a building registered in the urban building cadastre, provided the total appurtenant area is under 5,000 m² (art. 30(2) D.P.R. 380/2001): the area alone is not enough. To ask for: the CDU, if the deed concerns land.
Fitness for use (agibilità)By law: since 2016 fitness for use is declared with the segnalazione certificata per l’agibilità filed with the Comune (art. 24 D.P.R. 380/2001); the certificate of fitness for use is the document issued before then. To ask for: the certificate of fitness for use or the filed notice.
InstallationsBy law: installations built or altered since 2008 have the installer’s dichiarazione di conformità (D.M. 37/2008). To ask for: the installations' dichiarazioni di conformità, if they exist.
CondominiumBy law: the buyer is jointly liable with the seller for the condominium contributions of the current and the previous year (art. 63 disp. att. c.c.); on request the administrator provides a statement of the payments (art. 1130(9) c.c.). To ask for: Condominium costs, resolutions and rules.
Mortgages and seizuresBy law: registrations on the property appear in the property registers, which the notary consults before the deed. To ask for: Mortgage register search (mortgages and seizures).
Burnt areasBy law: for burnt woods and pastures, deeds of sale within fifteen years must expressly mention the constraint, on pain of nullity of the deed (art. 10(1) L. 353/2000). To ask for: if the property is in a wood or pasture.
Listed heritageBy law: the sale must be notified to the Ministry, which may exercise pre-emption within sixty days of the notice, or within one hundred and eighty days if the notice is missing, late or incomplete; meanwhile the deed is subject to a suspensive condition (arts. 59-61 D.Lgs. 42/2004). To ask for: if the property is listed heritage.
