Method and sources
Every answer in Dossier Immobile comes from open data of public bodies and carries the source and the date we read it. Processing: selection for the chosen location, spatial comparison, calculation of indicative distances and conversion into map and text by SRI Group BV (VAT BE1037052239), without implying any endorsement by the producers. The parts derived from CC BY-SA 4.0 data (IdroGEO flood areas, MOSAICO) remain reusable under that licence.
The sources
| Agenzia delle Entrate, cadastral maps | The parcels and sheets of the cadastral map, via the INSPIRE WFS service; without the official area, owners or buildings. CC BY 4.0, the data is owned by the Agenzia. |
|---|---|
| Autonomous Province of Bolzano | The parcels of the provincial cadastre with their area and the zones of the municipal plans of South Tyrol. CC0. |
| ISPRA, IdroGEO | Landslide hazard (PAI mosaic v5.0, 2024, CC BY 4.0), flood hazard (v5.0, 2020, CC BY-SA 4.0) and the IFFI landslide inventory. A technical-scientific product: the maps with legal force are those of the district River Basin Authority. |
| ISPRA, MOSAICO | Sites of national interest for remediation (SIN) and regional remediation procedures, with their status. CC BY-SA 4.0 according to ISPRA’s metadata, with a stated positional accuracy of 250 m: distances are indicative. The SIN perimeters come from the Ministry of the Environment (CC BY 4.0). |
| Civil Protection Department | The seismic classification of the municipalities as set by the regions (update of May 2025). CC BY 4.0; Fonte: Dipartimento della Protezione Civile-Presidenza del Consiglio dei Ministri. |
| European Environment Agency | Natura 2000 areas (Habitats and Birds Directives). Reuse allowed, also commercially, with source citation (EEA legal notice). |
| ANNCSU, Agenzia delle Entrate and Istat | The national archive of house numbers and urban streets, for the address search and the position of each address, updated every month. CC BY 4.0. Where the municipality has not entered the position of a house number, we derive it from the neighbouring numbers on the same street and say so. |
| Istat | The list of municipalities, provinces and regions, and the population of the 2021 census. CC BY 4.0. |
| © OpenStreetMap contributors | The dossier’s background map, the services, stops, stations and power lines nearby (from a copy of the Geofabrik extract, updated monthly) and, where ANNCSU has no answer, the address search with our own Photon service. ODbL licence. |
| Istat, reported offences | Offences reported by the police to the judicial authority, by province, next to Italy: a figure for the province, not the street. CC BY 4.0. |
| European Environment Agency, air quality | Annual averages of PM2.5, PM10 and NO₂ interpolated on a 1 km grid (2024), next to the WHO guideline values and the European Union’s limits for 2030. CC BY 4.0. |
| Agenzia delle Entrate, OMI price ranges and taxes | The zone’s OMI price ranges (‘Agenzia Entrate - OMI’, CC BY 4.0) and the rates of registration, mortgage and cadastral tax and VAT on purchase, from the Agenzia’s pages and the legal texts. |
| Department of Finance | The statutory IMU rates and the list of the municipalities' IMU resolutions (number and date). |
| Normattiva | The legal texts cited in the dossier (D.P.R. 380/2001, D.Lgs. 42/2004, D.Lgs. 152/2006, Civil Code ...), with the date of the version read. |
Found, not found, unreachable, not available
For each register the dossier says: found, not found, source unreachable or not available in this region. A source that does not answer is never a ‘not found’.
‘Not available in this region’ applies to data that only exists in some regions, such as the municipal plan (so far only in South Tyrol): it is not a ‘no’, but data the public registers of that region do not offer in an open format.
From location to parcel
In Italy an address is not linked to its cadastral parcel. Dossier Immobile starts from the address’s position on the map and takes the parcel that contains it; that is why we ask you to confirm it. The area we show is measured on the map: it is not the cadastral area in the visura.
The hazard maps
For landslides and floods the dossier uses ISPRA’s national mosaic, which brings together the hydrogeological plans (PAI) of the River Basin Authorities. For each result we write what the map says for the selected location, the general rules that may be relevant and which document has legal force.
The texts
The sentences of the dossier come from fixed templates, not from a language model: the same house gives the same text. The dossier does not answer questions about your project.
What we do not use
No visura, floor plans, owners' names or declared prices; no data under a non-commercial licence. We read the OMI price ranges of the Agenzia delle Entrate (CC BY 4.0, ‘Agenzia Entrate - OMI’) for the location’s zone from the public services of the GEOPOI map, without a personal login.
Figures next to a reference, without a score
In the Location data section each figure stands on its own, next to the figure for the region or Italy or a reference value: no sum, no score and no overall judgement about the location. Offences reported are a provincial Istat figure and do not describe the street or the neighbourhood.
A colour per figure
A figure gets a colour when it stands next to the regional or national average and the direction is clear: fewer offences reported or fewer residents in landslide areas is more favourable. Green if it is at least 15% more favourable, red if it is at least 15% less favourable, orange in between. Every colour has a word next to it, also on paper. For offences the colour compares the province with Italy, not the street. Prices, counts without a reference and air quality (next to guideline values, not an average) have no colour. The colour applies to one figure only: the dossier never adds them up into a score.
The dossier is an automatic report: it is not written or checked by a registered professional (surveyor, architect, engineer, lawyer) and does not replace checks by a qualified technician or the Comune.
